Türkiye and International Processes

Türkiye ratified the UNFCCC in 2004 and pursued her efforts on achieving a fair position under the UNFCCC. To this end, Türkiye’s special circumstances were recognized in the 2010, 2011, 2012 and 2014 COP decisions. These decisions highlight the importance of financial, technological and capacity-building support to Parties that have special circumstances in order to assist them in implementing the Convention. Following UNFCCC, she became a party to the Kyoto Protocol on 26 August 2009. As a sign of her commitment to tackling climate change, Türkiye signed the Paris Agreement on 22 April 2016 but has not ratified the Agreement yet. The evaluation process for its ratification continues. However, in accordance with decisions 1/CP.19 and 1/CP.20, Turkey’s Intended Nationally Determined Contribution (INDC) to the Paris Agreement was submitted to the UNFCCC on 30 September 2015. Turkey declared its intention to achieve “up to 21% reduction in GHG emissions from the Business as Usual level by 2030”.

Türkiye has emphasized its commitment in every occasion to contribute to a sustainable world since the adoption of agenda 2030. Demonstrating a strong ownership, Türkiye was among the first 22 VNR presenting countries in 2016. Implementation of the agenda has been started by linking sdgs with national development plans (NDPs) and sectoral strategies. Indeed, the concept of “sustainable development” has been embedded in the ndps since 1996. This accumulated experience, along with strong infrastructure and institutional mechanisms provide a strong ground towards SDGs.

Türkiye National Climate Change Strategy 2010-2023

Türkiye, being conscious of the fact that climate change is a multidimensional and complex challenge which poses serious environmental and socio-economic consequences and threatens national securities and its range of potential impacts represents one of humanity’s most important threats facing future generations, recognizes the importance of international cooperation to reduce greenhouse gas emissions leading to climate change, and to combat climate change. Against this background, Türkiye has developed the “National Climate Change Strategy” in order to contribute to global efforts to reduce the impacts of climate change, taking into account its own special circumstances and capacity. The Strategy includes a set of objectives to be implemented in the short term (within one year), the mid-term (undertaken or completed within 1 to 3 years), and long term (undertaken over a 10-year period).

Türkiye National Climate Change Adaptation Strategy and Action Plan 2011-2023 (NASAP)

The NASAP aims to (i) create a liveable environment and improve living conditions of citizens, (ii) build capacity among stakeholders to enhance climate change action and (iii) strengthen social services and economic competitiveness through resilient infrastructure and utilities.
