CLIMATE CHANGE ADAPTATION IN THE EU AND THE MEMBER STATES

Adaptation to climate change has become a topic with strong momentum in the past decade. Now, the adaptation goals is included more in international protocols and agreements. Countries have been preparing national adaptation strategies and action plans in the fight against climate change. The report brings together the adaptation strategies and action plan documents of 30 European countries, including 27 member states of the European Union and the United Kingdom, Switzerland, and Norway, and present existing climate change adaptation works in countries. Providing an insight into the strategic framework, coordination structures, and stakeholder engagement for EU cohesion policies, this report also helps develop better decision-making tools for climate-resilient sustainable development.

CLIMATE CHANGE ADAPTATION WORKS IN TURKEY

Turkey is facing the increasing and intensifying effects of climate change more and more every day. While climate change adaptation refers to the process of adjustment to actual or expected climate and its effects, it also seeks to moderate or avoid adverse impacts or exploit beneficial opportunities. Adaptation action requires cooperation and coordination among all stakeholders directly affected by countries’ development models, including economic, ecological, and social aspects. This report is compiled based on Turkey’s efforts and studies on adaptation to climate change. It analyzes Turkey’s national adaptation policies and climate change adaptation efforts, including the sectors with climate-sensitive economies and including international obligations.

LOCAL CLIMATE CHANGE ADAPTATION PLANNING GUIDELINE

Climate change adaptation actions are not a one-off effort but an ongoing cycle of preparation and action. The foundation for the most substantial adaptation processes concerns leading, envisioning, creating options, prioritizing, implementing, and assessing and evaluating efficiency and progress.  As part of the efforts for adaptation and resilience planning in urban areas, this guideline provides a framework for planning, implementation, and monitoring of local adaptation actions.

ADAPTATION TO CLIMATE CHANGE AT THE LOCAL LEVEL

While climate change is a global phenomenon, its impacts are most intensely experienced at the local level. In particular, the increasing frequency and severity of the climate change hazards also incubate the vulnerability of local communities, critical infrastructures, and services and leads to bottlenecks in resource and capacity management in local governments responsible for taking action for adaptation planning. Drawing from the increasingly prominent role of local governments in different fields of the global agenda, the report reviews the experiences of local governments across the world and particularly in Europe that acted on climate change adaptation.  This report provides a framework for local governments in Turkey to prepare local adaptation strategies and action plans.  

CLIMATE-ADAPTATION PLATFORMS IN THE EUROPEAN UNION AND THE MEMBER STATES AND RECOMMENDATIONS FOR TURKEY

Web-based platform mediates the spread of adaptation actions by ensuring that all stakeholders have access to data and information. This report compiles a review on the purposes and functions of national adaptation platforms of EU Member states. Providing a comparative analysis, it makes recommendations for the content and structure of Turkey’s first National Adaptation Platform. 

ASSESSMENT ON CLIMATE CHANGE ADAPTATION GRANT PROGRAMS AMONG THE EU MEMBER STATES, TURKEY AND COUNTRIES WITH SIMILAR SOCIOECONOMIC PROFILES
