National Climate Change Adaptation Strategy and Action Plan Sectoral Implementation Plan Consultative Meetings

The first session of the Sectoral Implementation Plan Consultation Meetings took place in Ankara on July 10, 2023, with the participation of stakeholders from government institutions, private sector, civil society, and academia in the Transportation and Communication as well as the Industry sectors. These meetings aimed to evaluate the actions included in the ongoing preparation of the National Climate Change Adaptation Strategy and Action Plan and determine the sub-steps of these actions. The responsible and relevant institutions stated in the action plan were discussed in consultation with sector representatives during the meetings.

What do the Sectoral Implementation Plans Include?

The first section of the sectoral implementation plans begins with information about the stakeholders and responsible institutions mentioned in the sectoral action plans. The second section encompasses the evaluation of policy documents and regulations, incorporating the existing political and legal framework, and proposes possible legal regulations within the scope of adaptation actions. The third section addresses investment and financing requirements, evaluating the investments, financing sources, new technologies, and R&D requirements necessary to enhance sectoral resilience. The fourth section of the plan prioritizes capacity building, education, and awareness. The importance of data collection and sharing, as well as informing and increasing awareness among experts and the general public to enhance adaptive capacity, is emphasized. The fifth section highlights the critical importance of monitoring and evaluation systems to enhance planning capacity. General information is provided about the indicators deemed necessary for monitoring action recommendations, evaluating implementations, and providing feedback to decision-making processes. The final section of the plan presents a comprehensive evaluation of decision support tools. Approaches, analyses, and recommendations related to contributing to planning and decision-making processes, as well as guidance documents, are provided.

In addition to the six sections created for each sector included in the Sectoral Implementation Plans, action cards specifically designed for each sector are presented. These action cards include the recommended actions along with the responsible institutions and stakeholders, action steps, and indicators for monitoring progress.

Transportation and Communication Sector Session

The transportation and communication sector is among the sectors most affected by climate change. Climate hazards can cause significant damage to transportation and communication infrastructure and disrupt passenger and freight transportation, as well as data transmission and communication, affecting economic and social life. The transportation and communication sectors play a vital role in early warning, emergency assistance, intervention, and evacuation capabilities before and during climate hazards. Enhancing the resilience of these sectors contributes significantly to increasing emergency management capacity.

Industry Session

Climate change impacts such as water scarcity, extreme weather/climate events, and agricultural productivity decline threaten the operations and supply chains of the industry. Efforts/actions for adaptation are raising awareness in the industry sector, which is critical for sustainability and competitiveness, by developing climate change adaptation strategies, adopting new technologies, and practices
