National Climate Change Adaptation Strategy and Action Plan Sectoral Implementation Plan Consultative Meetings

The Sectoral Implementation Plan Consultative Meetings of the National Climate Change Adaptation Strategy and Action Plan, which is currently under preparation, were held in Ankara on July 12, 2023, during the afternoon session for Disaster Risk Reduction and Public Health sectors. The meetings involved the participation of stakeholders from government institutions, the private sector, civil society, and academia. The responsible and relevant institutions stated in the action plan were discussed with sector representatives during the meetings.

What do the Sectoral Implementation Plans Include?

The first section of the sectoral implementation plans begins with information about the stakeholders and responsible institutions mentioned in the sectoral action plans. The second section includes the evaluation of policy documents and regulations, encompassing the current political and legal framework, and proposes possible legal regulations within the scope of adaptation actions. In the third section, investment and financing requirements are addressed, evaluating the investments, financing sources, new technologies, and R&D requirements necessary to enhance the resilience of sectors. The fourth section of the plan focuses on capacity building, education, and awareness. It emphasizes the importance of data collection and sharing, as well as informing and raising awareness among experts and the general public to enhance adaptive capacity. The fifth section highlights the critical importance of monitoring and evaluation systems to enhance planning capacity. It provides general information about the indicators deemed necessary for monitoring action recommendations, evaluating implementations, and providing feedback to decision-making processes. The final section of the plan presents a comprehensive assessment of decision support tools. It offers approaches, analyses, and recommendations related to planning and decision-making processes.

In addition to the six sections specifically created for each sector included in the Sectoral Implementation Plans, action cards designed specifically for each sector are presented. These action cards include the recommended actions along with the responsible institutions and stakeholders, action steps, and indicators for tracking progress.

Disaster Risk Reduction Session

As the impacts of climate change increase, the urgency of implementing climate change adaptation and disaster risk reduction actions grows. The disaster risk reduction actions in the implementation process involve understanding climate hazards, data-driven decision-making, collaborative actions, inclusive participation, continuous learning, and effective risk communication. Actions such as resilient infrastructure against climate risks, early warning systems, robust building regulations, and effective emergency response systems are included.

Energy  Session

The energy sector, which is heavily reliant on natural resources such as renewable energy sources and fossil fuels, is one of the sectors highly vulnerable to climate risks affecting the reliability and sustainability of energy systems. Therefore, for the energy sector to adapt to climate change and ensure the resilience and sustainability of energy systems, comprehensive assessment of climate risks, development of adaptation plans, increasing energy efficiency, and implementing adaptation actions to diversify energy sources are required.
